In 2025, Bem Comum Association expanded its impact through the Alliance for Literacy, harmonizing strategy across regions, backing local education networks, and translating national policy guidelines into on-the-ground practice. This work relies on shared benchmarks, such as the Indicador Criança Alfabetizada (Literacy Indicator), and on collaborative efforts to accelerate initiatives aimed at ensuring all children achieve literacy at the right age.

A key highlight of the year was a marked improvement in learning outcomes compared to 2024. National data revealed a significant jump in the percentage of Brazilian children achieving literacy at the right age, rising from 59% to 66%. This progress offers compelling evidence that the collaborative governance model championed by the Alliance across federal, state, and municipal levels is delivering real results. Furthermore, 12 of the 18 partner states integrated reading fluency assessment into their official assessment frameworks, underscoring the maturity and long-term sustainability of these collaborative literacy policies.

Through key initiatives like the Educar pra Valer (EpV) program and the Partnership for Literacy through Collaborative Governance (PARC), Bem Comum continues to strengthen and scale the National Commitment to Literate Children, led by the Ministry of Education (MEC). Together, these efforts have steadily expanded state and municipal engagement while reinforcing national alignment around foundational literacy.

As an example, 100% of municipalities in the state of São Paulo participated in the Alfabetiza Juntos SP program, student assessment rates approached 90%, and the state delivered unprecedented progress in unified policy coordination, while supporting municipalities facing more challenging learning outcomes.

Across all states supported by Bem Comum Association initiatives, local education systems have established structured teacher training programs and localized instructional materials aligned with national learning frameworks.

State-level and oral reading fluency assessments now allow for real-time monitoring and mid-year instructional adjustments, while social mobilization campaigns drive greater family engagement. In some partner regions, these combined strategies delivered literacy gains of up to 17 percentage points.
