Alliance for Literacy
Students from the Nova Venécia municipal education network (ES).The Alliance for Literacy brings together organizations committed to advancing literacy across Brazil by strengthening public policies and driving their implementation on the ground. Founded by the Lemann Foundation, Instituto Natura, and Bem Comum Association, with support from Co-Impact, UBS, B3 Social, and other key partners, the initiative works in close coordination to help federal, state, and municipal governments design evidence-based, collaborative literacy policies built for scale.
The initiative’s strategy integrates institutional alignment, data-driven insights, and hands-on technical support for public education networks. Through Partnership for Literacy through Collaborative Governance (Parceria pela Alfabetização em Regime de Colaboração – PARC), it assists state education departments in co-designing and implementing literacy programs alongside municipal partners. PARC currently spans 18 states and more than 3,900 municipalities. In addition, the Alliance delivers targeted operational guidance to approximately 70 municipalities via the Educar pra Valer and Motriz Educação programs, which allows them to expand their planning capacity and promote sustainable policies. Collectively, these efforts drive what no single organization can on its own: a nationwide literacy policy deeply rooted in local communities and capable of sustaining results beyond any single administration.
