PARC works directly with state education departments to design and implement literacy policies in close collaboration with local municipalities. In practice, its technical teams work hand in hand with state leaders to formulate pedagogical strategies, deploy reading fluency assessments, and build data monitoring systems that make it possible to track student progress and adjust course in real time.

In 2025, every state supported by PARC showed gains in their Child Literacy Indicator (ICA) results. This progress indicates that sustained technical assistance makes a difference when embedded in permanent institutional structures.
