Effective decision-making in education relies on trusted data. Knowing exact enrollment numbers, tracking learning outcomes, and monitoring daily attendance – and bringing these insights together in real time – presents a major structural challenge for most public school networks in Brazil.

To bridge this gap, the Lemann Foundation, alongside MegaEdu, CIEB, VélezReyes+, and Instituto Apis, is driving the Digital Public Infrastructure (DPI) initiative. The project centers on developing interoperable data networks that link enrollment, student evaluation, and attendance, enabling public administrators to make swift, evidencebased policy decisions.

In 2025, this agenda gained momentum and national prominence. A technical learning mission to India brought together over 40 leaders across 16 Brazilian states to study world-class, large-scale digital infrastructure models. At the same time, collaboration with the Ministry of Education deepened, aligning DPI with key national frameworks such as the National Education System and the National Education Data Infrastructure.

Throughout the year, we helped drive this agenda alongside key partners, domain experts, and public leaders, fostering knowledge generation, policy dialogue, and international exchanges. Ultimately, DPI has evolved from a technical endeavor into a strategic priority: when data systems work effectively, public education delivers better outcomes.
