RIL Brasil (Rede de Inovação Local) entered 2025 focused on helping municipal governments leverage technology and innovation to enhance public service delivery. The model is based on building active communities of public managers, supported by digital tools, peer exchange, and ongoing technical assistance.
As its first major initiative, RIL launched the Digital Transformation Community in November at an Oracle Brazil event. Within a single month, the network mobilized 48 municipalities across every region of the country, indicating demand for structured support on the digital transformation agenda.
The Lemann Foundation serves as a partner and funder, contributing to governance, leadership development, and evidence generation. Coordination with IDB Lab and BNDES strengthens the model’s credibility and expands municipalities’ access to GovTech solutions.
