Founded as a nonpartisan, multi-stakeholder coalition, Movimento Pessoas à Frente has established itself as a national benchmark for public sector workforce and leadership management. The Movement operates on a core premise: delivering more effective public services requires a state that values, equips, and protects its civil service leaders by pairing rigorous research with collaborative, evidence-based policy proposals.

Among the major milestones of 2025 was the enactment of Federal Law No. 15.177, which mandates a minimum of 30% women representation on boards of directors of public companies and mixed-capital companies, incorporating targeted provisions for Afro-Brazilian women and women with disabilities. At the state level, the Movement supported the state of Ceará in drafting a proposal to increase women’s representation in appointed leadership roles, elevating the national dialogue on gender equity in public governance.

Over the course of 2025, the coalition published policy briefs exploring public trust in civil service management, leadership representation, the constitutional salary cap, and international best practices in governance. This research provided empirical grounding for parliamentary hearings, statutory drafts, and public policy forums.

To amplify its advocacy, the Movement engaged in high-profile domestic and global summits, such as the UN Commission on the Status of Women, establishing international prestige and the technical rigor of its agenda. The Lemann Foundation continues to provide core support to drive the long-term viability and impact of the initiative.
